When members of Congress violate their oaths of office while you, by now a very angry constituent, watch from the sidelines is beyond maddening and demands action. Sure you can write letters, call, fax, email, but none of these have the strike power you want right now.

You want real consequences. There has to be accountability for malfeasance and there should be something constructive you can do, a way for you to press the starter button that sets a train of justice on its way.

The US Constitution acknowledges this need but while it vests Congress with broad authority to discipline its members, it wasn’t until 1967 that the forerunners to the Senate and House Ethics Committees were established. These provide the two chambers with the infrastructure needed to set standards, determine disciplinary procedures, investigate allegations of illegal or unethical conduct, and recommend appropriate punishments. However, constituents cannot directly access either of these Ethics Committees.

From Enforcement of Congressional Rules of Conduct: An Historical Overview:

Since their inception, referrals to the two congressional committees always came from within their chambers of jurisdiction, but in 2008 that was all about to change in the House. Following the Tom DeLay (R-TX) scandals in 2005-06, the 2007 incoming Speaker, Nancy Pelosi, led the new Democratic majority’s effort to clean up what they referred to as the “culture of corruption” in DC officialdom.

For several decades now, it’s been up to Democrats to solve the problems Republicans create. After every GOP majority, American voters recover enough from their red mist hallucinations to bring back Democrats to clean up. The 2006 midterms was one of those elections. From the Los Angeles Times, August 1, 2007:

“If there was one message that was abundantly clear based on the results of last year’s election, it was that the American people want us to end the culture of corruption that has enveloped the legislative process,” said Rep. John Conyers Jr. (D-Mich.), chairman of the House Judiciary Committee. “We’ve heard that message loud and clear.”

The Democrats began with sweeping legislation that tightened ethics regulations and imposed new rules on lawmakers and lobbyists but more was needed. In March 2008, they followed up with the creation of the Office of Congressional Ethics, aka the OCE, a nonpartisan, independent entity charged with reviewing allegations of misconduct against members of the House of Representatives and their staff. Unlike the House Ethics Committee, the OCE is an external review body that focuses exclusively on submissions from the public. Its three-phase review process requires approval of the board at each step:

  1. Reasonable cause to believe allegations initiates the preliminary review. Duration: 30 days maximum.
  2. Probable cause to believe allegations progresses the case to further review. Duration: 45 days maximum plus 14-day extension if needed.
  3. Substantial cause to believe allegations results in the case being referred on to the House Ethics Committee.

Submitting a Complaint

This is real, constructive action and it can have far-reaching consequences as I’ll explain later. But first, let’s begin with the process of submitting a complaint.

The OCE has a page simply titled Make a Submission which is divided into a number of sections. The first section requires the standard contact details for the individual submitting the complaint.

In addition to the sample below, the form will ask for your address, email and phone number.

The next section asks for information about the subject of the allegation. You should probably leave the suffix box blank since the OCE does not recognise “dumb-ass” or similar as an official suffix.

The next section is the Statement of Facts. This is where you describe Greene’s unethical and illegal conduct. The source, if you wish to include it, is C-SPAN. A source for the email Greene sent out as a campaign fundraiser would be any media where you saw, heard or read that news item.

In the Law and Regulation box, the first regulation cited covers the code of ethics for US House members. The second is the federal law covering defamation.

The final section is the Submission Affirmation – a click inside the boxes brings up a tick. When completed, click on SEND EMAIL to forward it to the OCE.

There you have it. So if you want to lodge a complaint about Greene’s heinous behavior, by all means feel free to use the text in this sample. (Unfortunately, there’s no equivalent for OCE in the Senate. That needs to go on a Senate To-Do list for future action.)

Incidentally, OCE does not restrict complainants to the representative’s congressional district. All US citizens have the right to submit complaints about any members of the US House.

A tsunami of complaints about Greene can have an effect far beyond keeping the OCE Board busier than it’s ever been. In and of itself it will be newsworthy so, when you complete your submission, take a screen shot of the Statement of Facts section and attach it to a comment to every news person or outlet you can find on your preferred social media platform. Not only will media attention put greater pressure on the House Ethics Committee, it will get under Marge’s skin and seriously irritate Kevin McCarthy. 

Marge Greene is facing a world of hurt. Not only has she now opened herself up to legal action from Hunter Biden, Special Counsel Jack Smith will also have her in his sights. Greene is nefariously connected to the seditious conspirators that plotted the Jan 6 insurrection and she’s not going to escape the legal repercussions of her involvement.

So let’s give her a taste of her future by showing her what America thinks of her attention-seeking, vindictive behavior. Submit a complaint to the OCE today and let media know about it.

  1. This has got to be the ugliest, most disgusting & repulsive being ever to hit Congress. I think this Greene woman is seriously mentally ill, dangerously so. I also find it hard to observe that this Neanderthal cave woman is called a “representative” of the people. She’s a hardcore militant & has no hint of dignity and/or shame. I know Georgia is considered an extremely redneck state, but is this really what they want the rest of the country & the world to see them as? Doesn’t Georgia have a better choice than this mess? But I’m afraid Greene leads the Republican narrative & I have to admit she has more balls than any of her male counterparts. With few exceptions, the Republicans in Congress seem to keep their distance but refuse to call this woman out on her pathetically egregious public behavior. I think she has a warped perception of who she is & Georgia must do better than her if they want to help take back the dignity & decorum our Congress has mostly been considered to be.

    • Marge originally campaigned as Marjorie Greene. There was no double-barreled name on her posters nor on the ballot. I have the photographs to prove it. She only incorporated the third name after she was elected and she did so in an attempt to rival AOC. Therefore, I refuse to use three names for her. That’s what she wants and I won’t give her the satisfaction.

  2. Referral to the ethics committee isn’t enough. With a rethug majority on an already weak committee, what can go wrong? I think Hunter should press charges using the DC law MTG violated and ask for criminal consequences. And maybe a civil suit naming her specifically. We can only hope that Jack Smith indicts her along with the principal six or seven, but ho knows. As long as MTG feels no consequences, she thinks she is home free. That must change.
