Actually, sadly, weirdly I think she can. I believe that as long as she doesn’t make any claim to have written or own the song, and as long as proper royalties from any broadcast or sales are paid to the rightful copyright owner, i.e. the Petty family – she can in fact do this. (Doesn’t mean she should though does it?)
